Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Considerable effort is expended on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a need that European nations are evidently unprepared to fill in the short term.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new proposal from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not change more in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
